Whitehead’s knowhow apparently wasn’t the only target of Smithsonian staff. In 1930, Charles M. Manly was awarded a Smithsonian medal for the invention of an aviation motor which was actually invented and built by the New Yorker German-Hungarian immigrant, Stephen M.  Balzer.
